Chatham County Commission chairman to return police merger veto amid arguments of move's legality

The chairman of the Chatham County Commission on Friday will return a veto of a recent action to the board’s eight other members. Chairman Al Scott announced his veto decision on Oct. 28. In a letter to the commission, provided with county agenda documents Wednesday, Scott wrote that an Oct. 23 vote to withdraw from negotiations for a merged police department with the city of Savannah and begin setting up a separate county department would be contrary to Chatham’s fund balance policy and zero base budgeting policy. In addition, he said, the vote came while the county is developing a 20-year strategic plan for the community, a document that could show the community prefers a joint department. “If the (special service district) would like to see a free standing police department, this plan will indicate that,” Scott’s letter reads.
