Tennessee needs to expand its pre-kindergarten offerings and accept expansion of the federal Medicaid program, according to the 2013 Kids Count report released Friday morning.The latest edition of the Tennessee Commission on Children and Youth's Kids Count: The State of the Child in Tennessee focuses on what a news release called the importance of making sure children arrive at school with the cognitive, social and emotional skills they need to learn."At the beginning of the school year, children wait for the school bus or in the drop-off lane for their first experience of school," said a news release embargoed for Friday morning.
