A petition filed recently in state Supreme Court accuses the Office of Alcoholism and Substance Abuse Services of pushing the Peter Young Housing Industries and Treatment into a "death spiral" by blocking the organization's access to grants and state funding. The group also asserts that, despite the state's criticisms of its past troubles, there are no lingering problems from a 2011 state investigation that led to the convictions of five former employees on charges ranging from falsifying business records to embezzlement.
