Do extra benefits boost the unemployment rate?

Extended unemployment benefits have encouraged people to stay on the jobless rolls longer, adding 1.5% to the U.S. unemployment rate, a JPMorgan Chase Bank analyst suggests. U.S. unemployment was 9.7% in February.
