WARWICK — The Community College of Rhode Island recorded a 47 percent growth in its second year of Rhode Island Promise, which offers two years of free tuition to recent high school graduates who meet certain criteria.A total of 2,321 students started as new students in September, according to Sara Enright, the college's vice president of student affairs."We thought maybe we'd get to 2,000," she said Monday.
