KINGSPORT — The Tennessee House sponsor of a law enacted last year to end forced annexation by municipalities indicated Monday he’s got other annexation legislation in motion for the next session of the General Assembly.State Rep. Mike Carter, R-Ooltewah, told a Greater Kingsport Republican Women’s luncheon that work on his 2014 law to require consent to be annexed was once considered a waste of time.“When we were trying to pass the annexation bill, it was against all the powers that be,” Carter, an attorney, businessman and former judge, told the group.
