The Assembly today voted to send $2 million ASAP to Secretary of State Debra Bowen's office for extra help to work down a six-week backlog of business filings. California Secretary of State Debra Bowen's desire to reduce the time it takes for a new business to get through the state's registration red tape is to include replacing the current paper filing system with an online process, Bowen's spokeswoman says.
