State Budget Complete, But Business Isn’t

Aides from the governor’s office have continually met with lawmakers in the House and Senate to follow through on support for the legislation, which failed to reach floor debates during the final days of the regular session this month, but which Malloy insisted would be taken up in the special session that began on May 5. [...] while the House and Senate have both recessed after prolonged debates on the state’s nearly billion-dollar budget deficit that Democrats say they have erased in a new $19.7-billion budget set to take effect July 1, the chambers may reconvene as early as this week to debate the bill that would gradually raise the age that teenagers are considered adults in the judicial system from the current 17; and make it easier for those accused of non-violent crimes to make bail and stop clogging local jails while awaiting court hearings. [...] public employee unions, who face 2,000 layoffs or more under the budget, said after the House vote that the budget still contains reductions in aid to state hospitals, schools, school transportation and Medicare programs for the elderly and indigent. The consequences for towns and schools will be severe — gutting public education, health and safety services and laying off thousands more local teachers, first responders and road repair workers, said Hochadel, a former physics and science teacher.
