Unemployment in the San Francisco metro area hit 4.2 percent in October, the lowest rate for the month of October since 2007. The California Employment Development Department announced Friday that the state’s unemployment rate was 7.3 percent in October, unchanged from September but down from 8.6 percent in October 2013. The three counties that make up the San Francisco metro area — Marin, San Mateo and San Francisco — had the first, second and third lowest unemployment rates in the state, respectively, in October. Rates for counties and metro areas are not seasonally adjusted, so they are not directly comparable with state and national rates, which are adjusted. The unemployment rate is still higher than in 1999 because the labor force has grown by 120,000 since then, said Jorge Villalobos, a labor market consultant with EDD. A state-funded program that let low-income seniors and disabled people postpone paying their property taxes has been revived, but won’t take effect until 2016. To qualify, homeowners must be at least 62, blind or disabled; have at least 40 percent equity in the property; own and occupy the house as a principal residence; and have household income of $35,500 or less. The loan becomes payable when the homeowner dies or when the home is sold, transferred or refinanced. The board of the San Francisco Employees’ Retirement System will meet Dec.
