Severely Beaten Child Was Under County Watch

Hamilton County Job and Family Services was involved in the life of a 2-year-old boy who was beaten and remains hospitalized. The agency signed off on his living in a home with a woman who had in past been accused of abuse and neglect, though the charges were never substantiated.
