Suspected Colorado Springs Planned Parenthood shooter Robert Lewis Dear Jr. said a psychiatric evaluation found him mentally incompetent to stand trial. In a phone interview with Gazette news partner KKTV on Wednesday, Dear claimed his attorneys told him a report detailing the mental health evaluation - and the opinion that he is incompetent - had been completed. Fourth Judicial District Chief Judge Gilbert Martinez will ultimately decide if Dear is fit to proceed. If the report is completed by Dear's next scheduled court hearing on March 23, it will be handed to both the defense and prosecution.
