TROY — Troy Plaza, the 1960s-era shopping center on Hoosick Street in Troy, is getting a facelift and a new name.In conjunction with the opening of the Peebles Department Store on Thursday morning, the shopping center is changing its name to Hudson River Commons.Troy Plaza was once anchored by Central Markets (which later changed its name to Price Chopper) and W.T.
