A vacant seat and conflicting ideologies on a local governing board are blocking the approval process for short-term vacation rentals at the chagrin of some property owners. And a pending appointment by the Savannah City Council could determine the rate of the industry’s growth within different parts of the city. The five-member Savannah Zoning Board of Appeals is down to four members following the resignation at the end of last year of former chairman Brian Reese.
