Now that Harvey and its subsequent flooding are finally subsiding, many restaurants are opening. Some are serving a full menu while others have a limited offering. Also, around 60 H-E-B locations and more than half of Kroger's Houston stores are now open. Here is a list of restaurants as of 4 p.m.
