NEW DELHI — A man arrested this year in India in the 1989 slaying of an American has filed an appeal against his extradition to the United States, an Indian official said Friday. Mahfuz Huq, 44, was arrested in New Delhi in February and is accused of murdering 19-year-old Todd Kelley, who was found stabbed to death in his home in Hamilton, Indiana.
