The New York Civil Liberties Union (NYCLU) is considering suing the city, because the ordinance, which has been harshly criticized as a ploy to rid downtown of its homeless population, infringes on free speech and assembly. Nor do I anticipate making any arrests for that particular ordinance. Since its passage in June, the sidewalk law has been roundly condemned. Days after it was adopted, protestors sat on the sidewalk and on the steps of City Hall.
