It wasn’t until 1910 that a village -- a loose collection of houses and farm buildings called Neppel -- was established on the site of present day Moses Lake. The town was named after the German hometown of one of the settlers. Around 1911, Neppel’s farmers built a dam to keep the lake from breaking through the sand dunes at its outlet. More @Wikipedia
