With VRR the display accepts frames in a range of frametimes and displays them as they come in, essentially the pc/console is dictating when to display frames. With VRR if a frame takes 17.5ms vs the 16.67 for example (and thus the previous frame is shown for that period of time), it's a very minute difference and thus feels very smooth. More @Wikipedia
