I agree with velisarius. Rip and tear are largely interchangeable, but "rip" tends to suggest more violence/strength, but you need to add "up" or "it up" to show the act was deliberate and not accidental. And yes, you can use either, just know that "rip" is a little more emphatic (though, of course, context matters). More @Wikipedia
