For example: The soldiers surrounded the enemy with legion upon legion of armed centries, ready for combat. They surrounded him with love. In all other cases, I would use "surrounded by".

- Surround or Enclose - WordReference ForumsSomething can be surrounded without actually creating a barrier. An enclosure is a barrier of some kind, in my opinion. I would say that "enclosed" implies that there is an inside and an outside and that the two are separated.
