- When should the word "English" be capitalized?I don't think "the English language" is a compound noun. The word "English" behaves as an adjective in other contexts: "they are English", "a very English tradition". It has the suffix "-ish", which is associated with adjectives rather than nouns. The use of "English" as a noun referring to a language seems to be a type of ellipsis. –

This doesn't mean it can't be followed by who. In modern English, the pronoun who can be used as either a nominative case form or an objective case form. The pronoun whom is only used as an objective form; it's optional in most contexts.
