Texas does have a statutory provision for a Personal Property Memorandum but it is not binding. A way to bind your heirs to the distribution you want, is to have a will but there are some other alternatives. There is also a Transfer on Death Deed for real estate that is binding and the same sort of document for vehicles -- see the Texas DMV forms. More @Wikipedia
