Unfortunately, save few exceptions, in Guild Wars 2 "frontloaded" is usually synonymous with "power build". Most condition builds tend to backload their damage by default. And our condi core necro is an extreme case.

Best I can suggest is that because axe doesn't have a projectile, it's always aimed at the center of the target's hitbox (or some other fixed point). Projectiles get checked if they hit anywhere on the hitbox. I'm betting you can't hit it with scepter autos either.

I’ve gone with blue and dark purple colour schemes to match Nevermore and Ad Infinitum.I deleted my first Human necro for an Asura necro, then she was deleted in favour of Sylvari, then I deleted the Sylvari because it wasn’t quite right either.
