Correct. You can't use a locked Metro PCS phone on T-Mobile, but you CAN use a locked T-Mobile phone on Metro PCS. As I'm sure was said above, it's because Metro subsidizes the cost of phones you buy through them, compared to full retail. In return, the phones are locked to their service for a period of time (currently 180 days). More @Wikipedia
