'Let's do smth...' is a suggestion. According to Cambridge Dictionary: If we make a suggestion, it means that we mention a possible course of action to someone. There are a number of expressions which we can use to make suggestions.

I think to some degree "to get started" is a weasel phrase. Either you start something, and then it runs, or you don't.

Contractions generally sound a little more informal than their non-contracted equivalents. However, they also sound more natural, as non-contracted forms are practically never used in speech (except e.g. for emphasis or in cases where contractions are not grammatical).

In this case the plain form of the verb after let's would be regarded as the Head of the clause. This second dialect allows constructions where the noun phrases following let's function syntactically and semantically as the Subjects of the following clauses: Let's you me and Bob go and see the manager together. (grammatical in Dialect B)
What's the formal answer to a question beginning with "Shall we"?
The automatic affirmative answer that I would give is "Yes, let's." But in this case, the email conversation is a bit more formal, and I feel my go-to answer would be a bit too informal in the emails' context. (An alternative "Yes, please" that works for most "shall we" questions is also rather an unfitting reply in this case, I think.)
