The cable is just a conduit that passes the data from Point A to Point B. It can't change or modify the data in any way, So, if you have an HDMI 2.0 device passing data to a device that is HDMI 1.3, or vice versa, you will only be able to reliably use the HDMI 1.3 option sets.
