They are both valid options. The subject's natural position is before the verb, so it makes sense to say he cried and Uncle Bill asked. As a matter of style, however, the subject and verb are often inverted, for variation, to avoid repeating "he said" or "Uncle Bill asked" again and again, particularly in narratives with lots of dialogue.
