This thread contains a detailed description of what BE speakers mean by 'chips': Chips vs. fries. I assume that 'hand-cut' suggests that the food is fresher and tastier. A speaker of BE may be able to explain more clearly what this term implies.

(English doesn't automatically combine words like, say, German.) That reduces the choice to "hand carved" versus "hand-carved." Between those, I agree with lingobingo that you should use a hyphen for clarity.

I held the newspaper in my hand as I rushed to the bus stop. I held the newspaper with my hand to keep it from flying off the table.

I also prefer it to "to hand" in the police example. In the pasta example I don't think "to hand" adds anything to "in my store cupboard".
