I tried that before and it didn't work, yet I just tried it again with the same gamesave and it worked after I assigned that official to something else and then reassigned him to the imperium. It seems to be working now but the ai still seems to be unable or unwilling to assign envoys to the imperium, even when they have ones who are unassigned. More @Wikipedia
