They could definitely put DHCP on the VLAN from either their standard DHCP server (normally Windows Server) or from their router/switch/firewall, but they normally don't want it there. These are typically AV networks where everything should be/will be static, but the AV manufacturers make you get a DHCP address first to set it up. More @Wikipedia
