The idea is that this is the inverse of the "circle of best fit" to the graph. It describes how quickly the graph curves in $\mathbb{R}^2$. The Hessian describes "intrinsic" curvature. This type of curvature (to my understanding) is inherently two dimensional. In particular any one-manifold is always flat with respect to this notion of curvature. More @Wikipedia
