If the contract about which Patrick inquired is a typical annually-funded contract for a severable service, a six-month suspension ("delay") would be tantamount to a partial termination for convenience due to lack of need. A six-month extension would seem to violate the bona fide need rule. Effectively, it would be a new acquisition. More @Wikipedia
