Ma_linka, the rule you quote in #3 about compare to and compare with may well reflect majority usage. However, I rather doubt that most native speakers would be able to describe this rule, or that they are even aware of it. They simply write what they think is most natural to them and see no difference between with and to. More @Wikipedia
