That would be very bad because the bank already committed to allowing those loans, and the bank's reputation would plummet. Yes, this is "inefficient" in terms of the bank's use of that cash. And the greater the disparity between the lines of credit the customers are approved for and the amounts they actually loan, the less efficient it is. More @Wikipedia
