A free public artery will serve the needs of Greater Boston residents far better than a toll road. Callahan promptly responded to these setbacks as follows:
- Yankee Division Highway (MA 128, I-95, I-93, and US 1) - bostonroads.comServing as a bypass for metropolitan Boston, the route was to connect to radial routes through the inner suburbs to Boston. While a high-speed arterial was never constructed, the Massachusetts Department of Public Works (MassDPW) designated a series of local streets as "Route 128" during the 1920's and early 1930's.
- Inner Belt Expressway (I-695 and I-95) - bostonroads.comForming a 7.3-mile-loop around the southern, western and northern edge of downtown Boston, the route of the Inner Belt Expressway was described in the Master Highway Plan for the Boston Metropolitan Area as follows:
