Always use the plural "are" with a plural subject (e.g. "question"), and the singular "is" with a singular subject (e.g. "article"), or with an uncountable subject (e.g. "water").

I don't know if this works like compounds, but compounds ending in -ite or -ate are relating to oxygen compounds. Compounds ending -ate are compounds with more oxygen than the other component, while -ite is when oxygen is less than the other component in the compound. Hope that helps somewhat.
