The only time you have to refer to a Captain as a RDML (sel) is in the Reporting Senior block when said selected Captain is writing a FITREP on another Captain. It’s in the EVALMAN. The only time I would ever refer to a ”select” as such is when a First Class picks up Chief but hasn’t pinned yet.

Before then for most of the 20th century the one-star flag rank was only a temporary wartime rank with the title Commodore, Arleigh Burke was one in WWII.

In writing, though, refer to them as their actual rank. Personally, I think if you're saying your own title, like on the phone, you should say "Lieutenant Jay-Gee Boner" or "Lieutenant Commander Buzzkill," but I don't know if that's ...

It's V/r, because it's Sentence case not Title Case: Very respectfully, is shortened to V/r, When speaking to equal or lower rank it's Respectfully, or R, The SECNAV manual will tell you that the abbreviations are only for follow-on conversations within an email chain.
