"I'll think about it" in a context like this can mean (at least) three things: Literal. The person has heard what you said and his undecided. He wants to think about it before making a decision. A polite refusal.
- difference - "About it" versus "about that" - English Language Learners ...Sometimes there is no difference. Sometimes one may be more suitable than the other. It depends on the context. It would be useful to get more information and also some examples. You might use 'about that' if you were pointing to, or otherwise indicating, a physical object that Tom needed to be told about.
