Outside of Asia, a Chinese person might be referred to as "Asian" because most Westerners can't tell the difference between Chinese, Japanese, Korean, Vietnamese, Mongolian, etc., (at least by sight). If you know the person is from China, you'd probably refer to them as Chinese.

I'm sure 90% native Chinese have never heard of 怹, and no textbook for foreigners will teach this. However, here in my dialect (just 3 hrs drive away), 您 and 怹 simple do not exist.
