It refers to the transition from one century to another, just as turn of the page refers to the transition from one page to another. In the turn of the xth century, the xth century could be the old one or the new one, but for my money it is more likely to be the old one in British English, despite the Wikipedia entry cited below. – user339660.

- What do we call the “rd” in “3ʳᵈ” and the “th” in “9ᵗʰ”?I would regard the "nd" in "second" as a suffix on the number "3", like the "th" in "20th". For example, I would suggest that "VIP" [Very Important Person] is made plural by adding a "-s" suffix, even though the resultant phrase [Very Important People] doesn't contain the letter "s" anywhere within it.
- prepositions - Does "until [date]" mean "before that date"? - English ...This is not good English. Either it was written by somebody for whom English is not a native language, in which case I wouldn't necessarily conclude anything about his interpretation from the text, or it was written in a hurry by someone who meant to put (you have until 18 August) in parentheses, in which you should deliver it by 23:59 on 18 August.
- Does "nineteen-hundreds" refer to 1900–1909 or 1900–1999?I've never known "nineteen hundreds" to mean anything but the 20th century. I come from a Computer Science background, so I understand why logically it would seem to be "nineteen hundreds" --> 1900-1909, "nineteen hundred and tens" --> 1910-1919, etc., but I haven't heard it used to refer only to 1900-1909.
