A NOMEDIA file is a simple text file used in Android devices (and, to some extent, other systems) to instruct the operating system to exclude certain directories from media scanning. This means that when an Android device scans for media files such as images, videos, or music, it will skip any folder that contains a NOMEDIA file within it. More @Wikipedia
