Stephen Hopkins won the governorship of Rhode Island in 1755, and was governor several times through 1766, competing with Samuel Ward for the annual election for the governorship. Hopkins attended the Albany Congress of 1754 where he first met Benjamin Franklin, who promoted the Albany Plan for uniting the colonies. More @Wikipedia
