Had the sign said 'You are welcome in the USSR' or 'Welcome to first-time visitors', 'Welcome to the USSR', or something similar, there would be no problem, BUT 'you are welcome to a visitor' means you can have a visitor, to take him or her away, for whatever purpose you wish, though the purpose sounds dire.
