Disconnect the PSU connectors from everything and jump terminal 16 (PS-ON) to a ground terminal of the 24pin connector and it should turn on..If it don't turn on and the power cord is securely plugged in and has power, the PSU is no good.

I paid $25 for an EVGA B stock 600w W1 PSU, and after doing more research from places like the LTT PSU tier list, I'm worried that it would be unwise to use such a cheap PSU on this system.

That's with a 5900X, 4x16GB DDR4 modules, 2x1TB mSATA drives, another HDD, h100i cooler along with 4 other fans. Most PSU calculators estimate just under 600W so I think I'll be fine.
