WILKES-BARRE – Police cited a man with retail theft Friday morning after he allegedly attempted to steal from Rite Aid pharmacy. Police said at approximately 9:31 a.m., Matthew Moxen, 26 of Great Bend, attempted to leave the East Northampton Street business without paying for items valued at $17.94.
