A homeless man accused of throwing a woman from a bridge and repeatedly raping her as she lay paralyzed for three days has been ordered to undergo a competency evaluation. Isaiah Jarvis Perrin, 21, will be examined at the El Paso County jail, where he is being held on $25,000 bond on attempted murder and rape charges. Fourth Judicial District Judge Thomas Kelly Kane ordered the review Monday at the request of Perrin's court appointed attorney, public defender Michele Newell, who raised alarms over his mental state in a sealed court filing this month.
