Locking In On Affordable Spaces

LOWELL —For the next 25 years, Rogers Hall will stay affordable. "I think it's so much security (for) people who live here that are much younger than me," said Dolly Szablak, a 91-year-old resident of Rogers Hall and life-long Lowell resident.
