The Fremont County clerk and recorder was jailed without bond Tuesday after results of a months-long investigation accused her of misappropriating and stealing taxpayer dollars for personal use. Katie Barr, 37, is suspected of embezzlement of public property, witness intimidation, harassment, and fraud by check - offenses that allegedly occurred from January 2011 to last May, court records show. Barr turned herself in after detectives informed her of the charges. Police began investigating her office about six months ago, after a KOAA reporter submitted a Colorado Open Records Act request for financial records that showed discrepancies.
