By Jim Morrilljmorrill@charlotteobserver.comTwo newcomers and two Republicans are among the eight city council committee chairs Charlotte Mayor Anthony Foxx announced today.The appointments are the first by Foxx, sworn in a week ago. Most top picks went to council veterans. But Foxx chose newly elected fellow Democrat David Howard to head the Transportation and Planning Committee and Democrat Patrick Cannon to lead the Community Safety Committee.
