The privacy of the post has been set to friends. Hovering with the mouse of the privacy icon of the post, it says it will be seen by my friends, the people tagged and the friends of the people tagged. The post however doesn't appear on their timeline. None of my friends tagged has enabled the "review" tag feature.

This is probably people who have deactivated their accounts. They are still your "Friends" although their account is not active. The reason for this is that When they re-activate their account, their friends are still connected. Otherwise they would have to re-add all of their friends.

Click the Friends tab on your timeline. On the top right corner of Friends page you'll see two buttons: Find Friends and Edit (a pencil like button). Click on the Edit button and click Edit privacy. The first option allows you to set who sees your friend list; set this to Only me and click Close.
